Po pravilih, ki se uporabljajo od 15. julija 2021, se ukinjajo seznami držav in izenačujejo pogoji za vstop v Slovenijo – za vse potnike  velja pogoj PCT (prebolevnik – cepljen – testiran). Vstop v Slovenijo se brez napotitve v karanteno na domu dovoli osebi, ki predloži:
1. negativni rezultat PCR testa, ki ni starejši od 72 ur od odvzema brisa,
2. negativni rezultat HAG testa, ki ni starejši od 48 ur od odvzema brisa,
3. potrdilo o prebolelosti (dokazilo o pozitivnem rezultatu testa PCR, ki je starejši od deset dni, razen če zdravnik presodi drugače, vendar ni starejši od šest mesecev, ali potrdilo zdravnika, da je oseba prebolela COVID-19 in od začetka simptomov ni minilo več kot šest mesecev),
4. potrdilo o cepljenju zoper COVID-19, s katerim dokazuje, da je preteklo od prejema:
 - drugega odmerka cepiva Comirnaty proizvajalca Biontech/Pfizer najmanj sedem dni,
 - drugega odmerka cepiva COVID-19 Vaccine proizvajalca Moderna najmanj 14 dni,
 - prvega odmerka cepiva Vaxzevria (COVID-19 Vaccine) proizvajalca AstraZeneca najmanj 21 dni,
 - odmerka cepiva COVID-19 Vaccine Janssen proizvajalca Johnson in Johnson/Janssen-Cilag najmanj 14 dni,
 - prvega odmerka cepiva Covishield proizvajalca Serum Institute of India/AstraZeneca najmanj 21 dni,
 - drugega odmerka cepiva Sputnik V proizvajalca Russia’s Gamaleya National Centre of Epidemiology and Microbiology preteklo najmanj 14 dni,
 - drugega odmerka cepiva CoronaVac proizvajalca Sinovac Biotech najmanj 14 dni ali
 - drugega odmerka cepiva COVID-19 Vaccine proizvajalca Sinopharm najmanj 14 dni.

Osebe, ki so COVID-19 prebolele in cepljenje: potrdilo o prebolelosti in dokazilo, da je bila v obdobju do največ osem mesecev od pozitivnega rezultata testa PCR oziroma začetka simptomov oseba cepljena z enim odmerkom cepiva iz prejšnje točke, pri čemer se zaščita vzpostavi z dnem cepljenja.

Če je oseba cepljena s kombinacijo dveh različnih cepiv iz 4. točke, se zaščita vzpostavi po preteku časa od prejema drugega odmerka posamezne vrste cepiva. Če je taka oseba prvič cepljena s cepivom iz tretje ali pete alineje 4. točke (cepivo proizvajalca AstraZeneca), se zaščita vzpostavi takoj po drugem cepljenju, če se drugič cepi s cepivom iz prve alineje 4. točke (cepivo proizvajalca Biontech/Pfizer) ali druge alineje 4. točke (cepivo proizvajalca Moderna) in drugi odmerek prejme v roku od 4 do 12 tednov po prejemu prvega odmerka.

Veljavno dokazilo za vstop je evropsko digitalno COVID-19 potrdilo v digitalni ali papirni obliki, opremljeno s QR kodo, ki vsebuje podatke o negativnem rezultatu testa PCR ali testa HAG, potrdilo o cepljenju, potrdilo o prebolelosti ali potrdilo o cepljenju za prebolevnike (EU DCP), digitalno covid potrdilo tretje države v digitalni ali papirni obliki, opremljeno s QR kodo, ki vsebuje vsaj enake podatke kot EU DCP in ga je pristojni zdravstveni organ tretje države izdal v angleškem jeziku (DCP tretje države).

Oseba, ki ne predloži enega od zgoraj navedenih dokazil, se napoti v karanteno na domu za deset dni. Če gre za tujca brez prebivališča v Sloveniji, se mu vstop v Slovenijo dovoli in se ga napoti v karanteno na domu za deset dni le, če nedvomno dokaže, da ima zagotovljen prostor, kjer bo prestajal karanteno, sicer se mu vstop v Slovenijo ne dovoli.

IZJEME: Vstop v Slovenijo se brez napotitve v karanteno na domu in brez pogoja PCT se dovoli naslednjim kategorijam oseb:
- otroku, ki še ni dopolnil 15 let in prehaja mejo skupaj z ožjim družinskim članom, ki ni napoten v karanteno na domu oziroma mu ni zavrnjen vstop v Slovenijo, ali v organizirani skupini v spremstvu vzgojitelja, učitelja ali skrbnika, ki ni napoten v karanteno na domu oziroma mu ni zavrnjen vstop v Slovenijo;
- dvolastniku ali najemniku zemljišča v obmejnem območju ali na obeh straneh državne meje, ki prehaja državno mejo s sosednjo državo zaradi opravljanja kmetijsko-poljedelsko-gozdarskih del in se vrača čez mejo najpozneje v desetih urah po prehodu meje. Izjema velja tudi za ožje družinske člane posameznika in druge osebe, ki imajo s posameznikom na istem naslovu prijavljeno prebivališče, kadar potujejo skupaj;
- do 15. avgusta 2021: osebi, ki je napotena na ali z opravljanja nalog v sektorju mednarodnega prevoza in to ob prehodu meje izkazuje s Spričevalom za delavce v sektorju mednarodnega prevoza iz Priloge 3 Sporočila Komisije o izvajanju zelenih voznih pasov iz Smernic glede ukrepov za upravljanje meja za zaščito zdravja in zagotovitev razpoložljivosti blaga in bistvenih storitev (UL C št. 96 z dne 24. 3. 2020, str. 1) ali z drugo ustrezno listino, iz katere je mogoče razbrati, da jo je napotil delodajalec;
- do 15. avgusta 2021: osebi, ki potuje v tranzitu čez Slovenijo in jo zapusti v najkrajšem času oziroma najpozneje v 12 urah po vstopu.

Tujemu državljanu, ki nima prebivališča v Republiki Sloveniji, ki ob prehodu meje pove, da je pozitiven na SARS-CoV-2 ali izkazuje očitne bolezenske znake, značilne za okužbo z virusom SARS-CoV-2, tranzit čez Republiko Slovenijo ob upoštevanju priporočil NIJZ dovoli, če ob vstopu v Republiko Slovenijo nedvomno izkaže, da je namen vstopa le tranzit čez Republiko Slovenijo.

APLIKACIJA vstop v Slovenijo
Za čim bolj enostavno potovanje v Slovenijo je Policija pripravila aplikacijo Vstop v Slovenijo: https://www.policija.si/enterslovenia/ . Namenjena je potnikom, ki potujejo v Slovenijo ali vstopajo z namenom tranzita čez ozemlje Slovenije. Uporaba aplikacije ni obvezna.

NAMESTITVE: Tudi turistične nastanitve in njihovi gostje so dolžni upoštevati pogoj PCT (prebolevnik – cepljen – testiran). Za rezervacijo namestitve boste morali predložiti enega od spodaj navedenih dokumentov:
- negativni hitri antigen ali PCR test za COVID-19, ki ni starejši od 48 ur;
- potrdilo o okrevanju (potrdilo o pozitivnem rezultatu PCR testa, ki je staro več kot deset dni, razen če zdravnik oceni drugače, vendar ne več kot šest mesecev, ali zdravniško potrdilo, ki potrjuje, da je oseba ozdravela od COVID-19 in da od pojava simptomov ni minilo več kot šest mesecev);
- potrdilo o cepljenju.

Potrošnik z dokazilom o okrevanju, cepljenju ali testiranju lahko vstopi v nastanitvene prostore, notranje prostore, kjer se izvajajo gostinske dejavnosti priprave in postrežbe hrane in pijače ali sejemske in kongresne dejavnosti, ali v nočne klube, diskoteke, igralnice, igralne dvorane in prizorišča za posebne igre na srečo. Pogoj PCT ne velja za osebe, mlajše od 18 let, ki v takem objektu bivajo z ožjim družinskim članom ali skrbnikom.

CROSSING THE STATE BORDER OF THE REPUBLIC OF SLOVENIA

Since 15 July 2021, countries are no longer listed based on their epidemiological situation (green, orange, red list), instead a Recovered – Vaccinated – Tested rule (RTV rule) is to be applied for all entries to Slovenia.

Entry to Slovenia is allowed and no home quarantine obligation applies, if a person presents:
1. a negative PCR test provided that no more than 72 hours have passed since the swab was taken or a negative rapid antigen test provided that no more than 48 hours have passed since the swab was taken,
2. a certificate of recovery (a certificate of positive PCR test result, which is more than ten days old, unless a doctor assesses otherwise, but no more than six months old, or a medical certificate confirming that the person has recovered from COVID-19 and that no more than six months have elapsed since the onset of symptoms;
3. a certificate of vaccination demonstrating that:
 - at least seven days have elapsed since receiving the second dose of the Comirnaty vaccine produced by Biontech/Pfizer,
 - at least 14 days have elapsed since receiving the second dose of the COVID-19 Vaccine produced by Moderna,
 - at least 21 days have elapsed since receiving the first dose of the Vaxzevria (COVID-19 Vaccine) produced by AstraZeneca,
 - at least 14 days have elapsed since receiving a dose of the Janssen COVID-19 Vaccine produced by Johnson and Johnson/Janssen-Cilag,
 - at least 21 days have elapsed since receiving the first dose of the Covishield vaccine produced by the Serum Institute of India/AstraZeneca,
 - at least 14 days have elapsed since receiving the second dose of the Sputnik V vaccine produced by Russia’s Gamaleya National Centre of Epidemiology and Microbiology,
 - at least 14 days have elapsed since receiving the second dose of the CoronaVac vaccine produced by Sinovac Biotech,
 - at least 14 days have elapsed since receiving the second dose of the COVID-19 Vaccine produced by Sinopharm.

Persons recovered from COVID-19 and vaccinated: proof of vaccination with at least one dose of vaccine not later than 8 months since infection with COVID-19 and a positive PCR test result or a medical certificate of recovery from COVID-19.

Person vaccinated with a combination of two different vaccines: protection is established after the second dose of a particular type of vaccine has been administered. If such a person is first vaccinated with the vaccine under indent three or five of point 4 (AstraZeneca vaccine), protection is established immediately after they receive the second dose if they are vaccinated for the second time with the vaccine under indent one of point 4 (Biontech/Pfizer vaccine) or indent two of point 4 (Moderna vaccine) and they receive the second dose within 4 to 12 weeks after the first dose.

European digital COVID certificate in digital or paper form is accepted as proof upon entry into Slovenia. More details on conditions that apply for national certificates:  https://www.gov.si/en/topics/coronavirus-disease-covid-19/border-crossing/.

A person who fails to provide one of the certificate listed above, shall be quarantined at home for ten days. Foreigner without a residence in Slovenia is allowed to enter Slovenia and sent to quarantine at home for ten days only if she/he proves that she/he has a guaranteed place in which to undergo quarantine.

A person ordered to quarantine at home upon entering Slovenia may end quarantine early by producing a negative PCR test for the presence of SARS-CoV-2. Testing may only be performed from the fifth day of home quarantine.

Exemptions from the obligation to quarantine and recovered-vaccinated-tested rule:
- Children under 15 years, crossing the border together with a close family member who has not been sent to quarantine at home or has not been refused entry to Slovenia, or traveling in an organized group accompanied by an educator, teacher or guardian who has not been sent to quarantine home or he has not been denied entry into Slovenia.
- Persons who own or lease land in the border area or on both sides of the state border and cross the state border with a neighbouring country for the purpose of carrying out agricultural and forestry work and return to Slovenia within 10 hours of crossing the border (this exception also applies to close family members).

Additional exemptions the obligation to quarantine and recovered-vaccinated-tested rule (in force until 15 August 2021):
• Persons posted to carry out tasks in international transport or returning from such tasks who prove this at the time of crossing the border by means of a Certificate for International Transport Workers from Annex 3 of the Communication from the Commission on the implementation of the Green Lanes under the Guidelines for border management measures to protect health and ensure the availability of goods and essential services (OJ C No. 96 of 24 March 2020, p. 1), or another appropriate document from which shows that these persons were posted by their employer.
• Persons transiting the territory of Slovenia and exiting Slovenia in the shortest possible time or within 12 hours of entry.

Foreigner without a residence in Slovenia, who is positive for SARS-CoV-2 or shows symptoms of SARS-CoV-2 infection is allowed to transit through the Republic of Slovenia if she/he proves that transit is the sole purpose of the entry.

Enter Slovenia application
The Police has launched a web application called Enter Slovenia: https://www.policija.si/enterslovenia/en to facilitate travelling to Slovenia. It is intended for passengers travelling to Slovenia or entering the country in order to transit through its territory. Using the application is not mandatory.

ACCOMMODATION:
Please note that tourist accommodations and their guests need to comply with the Recovered – Vaccinated – Tested rule (RTV rule).

To book an accommodation you will need to present one of the documents listed below:
• a negative rapid antigen or PCR test for COVID-19 that is not older than 48 hours;
• a certificate of recovery (a certificate of positive PCR test result, which is more than ten days old, unless a doctor assesses otherwise, but no more than six months old, or a medical certificate confirming that the person has recovered from COVID-19 and that no more than six months have elapsed since the onset of symptoms);
• a certificate of vaccination.

Costumer with proof of recovery, vaccination or testing (RVT rule) may enter accommodation facilities, indoor spaces where the hospitality activities of preparing and serving food and beverages or trade fair and congress activities are carried out, or nightclubs, discos, casinos, gaming halls and venues for special games of chance. The RVT condition does not apply to persons younger than 18 years of age who stay at such facility with a close family member or guardian.
